The current target market is students within the Clayton County Public School System from ages 11-19 with the intent to expand to the other major school systems throughout the southeast region.

The Spark – This grabbed out attention
At the completion of the 2006 school year, Clayton County had 19 schools that failed to meet the state required “AYP” (adequate-yearly-progress) requirement. 5 out of the 19 schools are in repeat status on the “needs improvement” listing. Of the 19 schools that failed “AYP”, 10 are title1 institutions yet only 8 where receiving school wide program assistance. Three of the schools have recorded an implementation of corrective action. These programs where implemented and executed throughout the 2006 school year in order to yield better scholastic records. While this is enough to spark change in any community the social and educations ills did not stop there. In the same year the juvenile crime rate increased within the Clayton County district. Region 3, district 3 has the highest juvenile offenses of all 12 districts.

Why it Matters
With these statistics evermore evident and constantly growing, records already show a decline in property value, allocation of educational funding and overpopulation due to a high student transfer rates. What does this all mean? It means that there is a direct correlation between the rising crime rate, lower scholastic scores and the degradation of Clayton County, and without action, it will only get worst. It is this reason that Masscomm has dedicated itself to giving attention back to the community and the young men and women whom make up the largest majority in Clayton County.
